4.   Nonimmigrant Visa Statistics (H-2A, on age and gender) provided to Global Workers Justice Alliance upon request, from the Department of State, Visa Office, Immigrant Visa Control and Reporting Division. The data received/compiled for publication on the U.S. Department of State's Nonimmigrant Visa Statistics is a “historical snapshot” which would reflect the same totals whenever the report is run in the future. The data compiled to produce the age/gender statistics may have been captured based on the “current” case status, which would explain the change in total visas issued in FY 2010. Age/gender reporting is not required in the Department of State's post workload reporting process. Therefore, it may not be possible to provide that information on a “historical snapshot” basis, since there would be no need for the system to have been programmed to provide such (age/gender) tracking. Obtained July, 2011.

21.   Upon noting the discrepancy, Global Workers contacted DOS for clarification. DOS informed us that FY annual report data are “historical snapshots.” However, the DOS databases are continuously adjusted and corrected. That means that statistics pulled one month after the close of the FY 2010 will likely be different than the number pulled six months later. As noted on the DOS’ NonImmigrant Visa Statistics website, “FY2010 data is preliminary and is subject to change. Any changes would not be statistically significant.” Obtained July, 2011.
